that would be debatable
by grower to grower
some people believe in heavy defoliation some believe in no defoliation and yet others believe in only light defoliation
so answers will differ from grower to grower
healthy leaves shouldn't be removed unless absolutely necessary in my opinion
unless its touching or covering a budsite from light if it can be tucked would be better

Depends on opinion
I remove if they are blocking light to bud sites. Alternitivly you can cut them in half to let light through
But..... Some ppl hate the idea altogether. If you have plenty of fan leaves in my opinion it will do more good than harm to remove to let through light
