co2 can also still be used to highten the health of a rootzone and also still help with the ability to use water if the temps arent higher.

Who said yes first, there are a lot of variables, in an enclosed space, rapidly growing plants can consume more co2 than there might be available...at ANY temperature...however, plants metabolic rates are increased when adequate supplies of all essential items are present. More heat....more co2....more nutes.........

Does supplemental CO2 have any significant benefit if temperatures are not going above 85F (~29C)?
Explain your answer.

Remember, the question is saying - will you benefit from CO2 if your temps are not going above 85F.

We have some interesting ideas of C02 here the opinions are noteworthy all around. Keep in mind C02 will reduce temps in a room , an additional feature that is not mentioned nearly as much as the benefits it gives for nute uptake and what not.

I thought I had the first correct answer (NO) with an explanation.

No since at that temp air has more than enough CO2 that the plant can take advantage of. Only above 85 does the plant respire fast enough to need more CO2
