I was reading somewhere about using a homogenizer. They got concentrate to mix with VG. It would stay mixed for 90 days. Heat or cold will separate the emulsion.

They look like an expensive piece of kit. Gets me thinking tho.

A dremel with a paddle type blade would certainly work. Or maybe the dremel bit that looks like a cylinder with angled cutouts. You would hold it at the interface of the two separated liquids.
