To expand on that a bit, I'm not sure how "strict" that is. Obviously you can't be running 100 plants in flower, but if you overlap slightly I don't think they're going to freak out.
As for possession, it's written that with cultivation you can have up to 12oz on hand that's kept at home. But it's already been put out several times that they understand growing well, and still within the plant limits, you may end up with more than that limit. If so, keep it at home. (Effectively they don't care, just keep it to yourself.)

We're extra spoiled, we get to buy extra tags for crop damage control. We spend more time cutting meat than we do hunting haha
