I never found the need. Just put your rooted baby into the medium and give her more frequent waterings until the roots hit the res.
I'm a fan of clones. Every now and then I play with a seed, but I'll let others hit this one.
To some extent, this depends on the container you're in (specifically height). Shorter pots will just naturally keep the top moister (teehee.... moister! sounds vaguely erotic). In my experience, pot height needs to stay at 1ft or less. The wicking effect can only fight gravity so much, and 1ft seems to be the limit.
You really can't over water the perlite hempy configuration. The perlite will hold "X" amount of water and it's constantly wicked up from the bottom, so the actual moisture level in the medium never changes as long as things don't completely dry out.
Again, the main point here is that it's physically impossible to overwater a perlite hempy, unless your drain hole gets plugged up.

If I am using a 5 gal from seed is there a ratio of water to gallon that I go by? Water like twice a day then move to once day to be safe, understanding that I can't over water? Trying to have it all on paper so I feel better about it in the beginning.

I grew in a very warm world with 6" round tubes that were 1ft high. Tried many (SO many!) other sized configurations but was never able to increase root ball size by adding height. 5gals are about 1ft tall, but I never saw the size boost one would suspect when going from 1.5gal pot to a 5gal pot.
Another major issue you'll encounter is plant stability. The perlite doesn't give you much root mass holding power and your plant will probably tip. You can support it with wires or ropes, but you'll need to plan for it in your grow space. I usually used thick wires (10 gauge to be exact) run thru holes drilled in the top of the pots providing the support from below rather than hanging wires.
