Chloramine is not like Chlorine in the way you can just leave it in a bucket for 24 hours and it will off-gas. If I understand it correctly it is a chlorine and ammonia compound that you must add something to the water to tie up the ammonia molecule so the chlorine can off gas. Feel free to correct me if I am wrong since like I said I do not completely understand the whole process with Chloramine.

You just described "shocking" a pool. When you go swimming and smell "chlorine", it's not because the owner put too much in the pool, it's because there is not enough chlorine. Free available chlorine has combined with sweat and urine (ammonia and nitrogen) and formed chloramine. Chloramine is what you are actually smelling. A properly maintained pool has NO smell.
Chloramines do not evaporate. They need to be completely oxidized by super-chlorination, potassium peroxymonosulfate, or by adding ozone
