The article says it should be a 3% solution. If that is what you have use it full stength. If it comes in
5% strength - dilute it with an equal amount of water
8% strength - dilute it with two parts water
35% dilute with eleven parts water.
The last one is really strong and has to be handled carefully.
You can mix a batch and put in a dark container or out of the light (causes H2O2 to degrade). I wouldn't keep a batch around for two long as it will progressively degrade. Using distilled water for diluting is recommended (so that impurities don't cause degradation), but is not necessary. Distilled water may extend the shelf life, but otherwise will be no more effective than whatever water you typically use.

Three percent Hydrogen Peroxide may be added at up to three ml's per liter (2 1\2 tsp. Per gallon), but it is recommended that you start at a lower concentration and increase to full strength over a few weeks. Use every watering even on fresh cuttings.
