I'm working on the same issues with light spectrums and intensities. From what I understand you should be in veg around 10.000 lux at the top of the canope and as they grow you move the light closer and closer until when ar flowering you should peak at about 40.000-60.000 lux.
I downloaded a lux meter for the phone and using it as a reference.
(I took a reading from the winter sun in barcelona around 2pm and got about 60.000 lux .)
With my 250w 2700k CFL I got 40-50.000 lux at about 5-10cm distance and it gave me a reading of 3000k spectrum so my guess is that the app ain't that precise but it will give you an point of reference at least.
The distance from what I understand is that what the light needs to create PAR which is the amount of light of plants are converting for photosynthesis.
