Its not nute burn mate, nute burn starts from the edges of the leaves. Heat damage start by the leaf edges curling up, which is exactly what some are doing but really bad. That halogen light no good serious.
Also dont water when the light is on it will magnify and burn them. You need to re pot into some good soil mix, only grow as many as you can fit in the room and get some more cfl's. Blue spec for veg 6700k, red for flower 2700k.
That halogen killing them. some will find it hard to pull out of this. Get better lights and maybe think about starting over with a bit more knowledge to start and a half decent set up at least. sorry to say that man but it's all learning. But get new lights defo.
 
There was probably a burn/water issue before hand. The problem is that some of that dead growth in the pictures might have been saved if the halogen hadn't come into play. Those lights get extremely hot and just wiped what little life was remaining in those sections. Hence the reason we are saying they look burnt. If they are already weak from other issues and you throw alot of heat into the mix then things can get bad :( The main thing to take away from this is be conservative and cautious about changes of any kind. try to not change more than one variable at a time. This way if you added nutes and see problems you know what it is. It's all a learning process but im sure you can agree you know much more now than you did when you started. Hang in there man :)
 
before thoses lights came into play to finish killin what I OVER WATERD.... when i transplant them the soil was taking for ever to dry ..... FINALLY got a ph tester . ill take a pic but should i cut the dead leaves because ever since it been still very green and new growth developing,
 
trim the dead parts off. At this point they are only hurting your plant. keep your soil in 6.5-6.8ph range and make sure you have ventilation. Not much hope for those hold out for a bit to see if things get better.
