No you don't tie down the individual leaves. You have to tie the branches down if you doing that. Or the top of the whole plant. Pull the whole top down about 2inch under they 2 nodes on the top. Then when they grow back up you can do whatever, tie them 2 new heads down to the other side or work the plant into a circle , many ways of LST a plant, have a little read. Have you moved the lights closer?
 
you did it right oh the first picture you showed of tying it down. The second you've tied down actual single leaves not branches, just pull it down from the top like the first.

Hey man ; Keep it like you had it when you had it tied down laying down sideways so that its pretty much flat so it will get even amounts of light all throughout the plant , also after doing that then move the lights about 3-4 inches away.

Make sure your plant doesn't look stressed after doing it though
 
Yeah just like that one do them both like that if you can ,, looking good now mate. That one got like 4 heads now. If you want wait a week or so and top them 4 head turning it into 8 and letting other nodes catch up. You got a fan?
 
I wouldn't bother if its not bending down easy enough like the last. You could wait till the 2 new tops are a bit taller and tie them down. Doesn't matter too much on the strength of the fan as long as its moving the air around.

What cfl's are you using, do they have any spectrum of light. The blue is for veg at about 6700k and the red is for flower about 2700k. Good to mix them through out. 2blue 1red veg, 2red 1blue flower, for example. If you want to pull anything close to an ounce you will have to take this into consideration, also what is the wattage? Obviously the more the better. If you dont have much light you will need to veg for longer to get a half decent harvest. But as is now i'd veg for a bit more at least.

You are very Impatient man. things like this can't be rushed. It will be a bit before you wanna start 12/12 and you can't just automatically say you are in flower. Flower means your plant is mature enough to preflower which is brought about by switching to 12/12. Switching to 12/12 will cause what you have experienced with your plants right now, a major stretch way before they are even close to ready.

Let the plant gain some weight and let the stalk thicken up. You can't even expect an oz from the way they are looking right now. from what they look like I wouldn't be shocked if you ended up with a heavy 1/8th with baby underdeveloped buds.

If you don't wanna put the time into growing, you should grow. Im not trying to be mean or if I offend you but it needs to be said. If you look through multiple journals on :420: most people don't grow to have high yields. They grow because they enjoy doing it they just get bud as the fruits of their labor.
 
You've done everything you can for now, a newbie mistake is to mess with the plant too much thinking your helping when it is just stressing the plant. Sit back for now keep it fed grow nutes and watch the magic for a while.
