I think from what I have read, the thought from people whose grows I respected and want to emulate is that fan leaves are not only good producers of food stuff that becomes bud, but are an easy source of food for the plant to draw on during growth spurts and problems, removing them is forcing the plant to solely rely on the roots system for emergency food.
The solution if you feel they are retarding undergrowth is to tie them down below the bud growth so even if they aren't getting to produce food for you, at least the plant still has them for a backup source for the plant to draw on especially during final push.
Anyway, that's just what I read and it made sense to me. Especially seeing how the fan leaves take the brunt of my mistakes without letting that mistake harm my cute little buds. Just my 2 centavos.

I think you have a good handle on the fan leaf situation. In my scrog I tuck most leaves and only trim the few that can't be tucked or tied out of the way.
I use them as a buffer also, since I seem to burn at least the tips, they help show when things are going astray.
