Stupid question, wanted to know what is most likely at fault. Firstly let me explain I want to finish veg under my same cfls and my little 70 watt hps. (for better limb structure/thicker branches). It doesn't work lol the bulb flickers when everything gets turned on but thats all. I might add I got it off fleebay over a couple of years back and it never worked so unsure if just bulb of my ballast? Any thoughts, as it flickers does that mean ballast is probs ok?
 
The ballast first strikes an ark to start the bulb then a steady current keeps it lit is what I've been told. That's why some bulbs only work with certain ballast ie wattage and mh/hps. I don't know if this helps or not but tried lol
 
When I by New I'll probably get away from lumitek twice I've had issue with my dual 600w and the second time its been gone for 4 f-ing months ridiculous!

This makes sense and would explain the flickering. Like some have said, it might be that the ballast isn't providing enough juice. My thoughts on the whole process then, is that the ballast isn't providing the capacitors with enough juice quickly enough to keep a steady arc/steady light flow.

I had always heard of people having problems with Lumitek series of ballasts when I researching for what to buy, but their bulbs are by far superior. When I bought NEW, I decided to go with the Apollo brand which was cheaper than the Lumitek. But so far the results show otherwise. I had a power outage a few weeks ago, one of those 5-10second flickers, and it went on for about 10 mins. My ballast and bulb (both Apollo) were unscathed. From research, I know that not allowing the bulb to cool down before starting it back up can damage the bulb/ballast, but I have to say I am pretty impressed at the brand for its reasonable prices.

Wow. Some of my plants look worse than that when they are getting fed. Can't believe she survived all of the abuse.
What dia. Is that pot LA? I have trouble relating gallons and litres to size unless I know how big it is in inches or cm.
