Yeah I know exactly what you mean. Maybe they'll make a guide on how to encode videos for other users. If you check out a program called HandBrake, you can use the x264 codec and figure out the bitrate to compress your videos down to 20 MB before uploading.
It's not terribly complex, you just need to know your maximum file size in bits. 20 MB comes out to 163840 bits (20 * 1024 * 8 to convert from megabyte, to kilobyte, to bit).
163840 / VideoDuration (in seconds) * .9 = 90% of Max Bitrate
You wanna keep 10% or so available for the audio and metadata. In that way you can squeeze any video down to 20 MB, though once you get them too long the video quality will suffer.
