From the blurry picture Nis commented on it's too difficult to see the placement of new growth. Females will always develop right smack in the center of the branching. Males don't follow that rule at all. They're trying to get that pollen scattered to the winds, so they shoot the sacks off to the sides, to better catch the breezes.
