Yes, with that many seeds, it was either a hermie or was exposed to a male (or another hermied plant). Some females, late into flower, will self seed as a "preservation of the species" type of thing. The buds won't be seeded, but you may find a couple/few. These seeds are generally OK to use. However, when the buds are loaded with seeds, it was a hermie (or pollinated by a male or hermie nearby).
The males produce pollen sacs (balls/nanners). When they open, they pollinate the female buds (fluffy white hairs). When you start off with female buds then the plant also produces pollen sacs, you have a hermie. Plants hermie, usually, from stress. This can be chemical stress, PH stress, light stress (i.e. changing light schedules from veg to flower and back, etc.), or just about any other type of stress. Good breeders will stress test their plants and generally toss anything that hermies easily. If it hermies easily, it's a trait that can be passed genetically. If you had all pollen sacs and no female flowers, it was likely a male.
The plants start showing sex about 1-2 weeks into flower. However, the hermie trait may not show up until later, if/when the plant is stressed.
Yeah...It may not triple, but entirely possible with Sativas. Indicas can double. With the Sativa leaves, I'd expect it to, at least double and possibly triple in height but they may not get that tall. We'll see!
