Timer won't start 400W HPS

I'm sorry to have to say it, and no disrespect intended towards the people who work at your local hydro shop who sound like they know their stuff, but I am constantly seeing threads here from people who are struggling because of some BS info "the guy at the hydro shop" gave them. ;)

N my guy is retired electrician from a aluminum smelting company so I think he knows his electrical stuff. From my understanding you should try not to pull more than half the rated amperage to be safe. If timer rated for 15 amp n is only getting at most a 6 amp pull then it should be fine on the amp side of things. Getting into contacts n connections then idk. Anyways, Ill stand back n see what happens.
 
bought a new ballast and i've set up the timer properly. Both balast (new and old) were working.
However the old one was still warm when we tested so maybe thats what it was.
However the first ballast worked on start. so we should be good.
 
right now they're at 20''
they've stretched a little but yeah. it should be fine now.
I lowered the light from 27'' to 20 this week
