Stunted grow, green veins, burned tips: diagnose please?

Hey @ren7o welcome to 420. :welcome: With out details on your grow its going to be difficult to get an accurate diagnosis. The light color tells me she is hungry.
But I need details
 
Firstly thank you for fast reactions guys!
So...
stable humidity 65% and temp 25C
soil BioBizz Light mix + 30% perlite
I using hygrometer, I am trying to not overwater them so I am watering about 240ml every 4-5 days.
Before two weeks I tried to flush them with pH6.5 water finished with flush with nutes: Biobizz Bio grow + epsom salt + Calmag + Iron as feed chart recommends.
Seems no changes. Two new leaves always replace the burned older ones... Growth is really slow.

First of all throw those recommended charts out the window!!! Those are put out there by the manufactures of those Nutrients and they only want to sell more of their expensive Nutes and YOUR MONEY.....Use about half of the recommended doses!!

Now give them a good watering and feel the weight of the pot and by doing so in time you can get a estimate how much your plant is drinking and when she starts to feel light you give her water again
This will take some time to learn to estimate correctly , Dont worry you'll get that Feeling faster than you think

Ow and be patient with your plants...if you do something to correct a problem Today...expect to see results after about three days....Impatience is what ruins most grows by inexperienced growers!... these plants have a different rhythm than us
 
Please read my article on how to properly water. I get nervous every time I hear of someone giving a set amount of water (trying not to overwater) every set number of days. The time between waterings should be steadily decreasing with each watering, but that isn't happening here. I suspect your lower roots are in trouble and causing the slow growth and nutrition problems. It is impossible to overwater by giving too much water in one session... you should water to runoff each time. The only way to overwater this plant is to water too often, before the container has dried out all the way to the bottom.

Wou guys, thank you all for useful tips! I will definitely look at your watering tutorial @Emilya! I suspect there could be the problem down there with roots so I ordered Bat Guano to help them recover.
Is there anything I can do more for them?
 
Thanks @Darknstormy82. It seems it could be underfeeding... but why they have burned tips?
Start with what you know needs to be altered/checked and use the process of elimination while you're going. In my situation leaves like that mean wind burn (Looking again probably not also) but you've got a few things going on that need to be adjusted by the sounds before another diagnosis. Up the Nitrogen, pH check, ppm check & though I'm hydro if you press down on the soil and it's dry that's an indicator to rewater from what I've heard else where.
 
Just last question @Emilya or anyone who knows what can cause this... here are my new seedling. It is strange but every seedling I got even my chilli plants had those pale green stains on leaves. Could it be the same problem? I mean bad watering on germination?
