Spotting On Plants

This is a friends grow so not me & my usual assault of questions;;;;s....but wondered if anyone knew what was happening here?
Is it some sort of bug?

Looks like thrips to me. Real similar to the pest guide pic. It says to look for greenish black poop they leave behind. Probably under the leaves and in tight areas of the plant.

OK well they are in a garden so that makes sense....any suggestions or links to how I should handle this?
