Depends what the issue is. If it's a root issue, then drying it out and repotting down should definitely help. A smaller container will help it use the smaller amount of water more efficiently.
Of course if that's
not the issue, then have to figure out what it is. Different plants grow at different rates so if you treat them all the same, i.e. watering them all together at the same time, it's likely that this one wasn't ready at some point early on, and then every time you watered after that you just exacerbated the problem.

It's hard to tell without anything for scale, but if that plant and roots (I'm assuming no root ball yet) will fit into a 16oz party cup I'd do that. Get yourself some clear ones and opaque ones. Cut drainage holes or slits in the clear one and slide that into the opaque cup. Roots don't like light, but this way you'll be able to visually learn much better how the roots grow and what they look like.
I have two seedlings of the same strain I dropped in water the same day. One was first to crack its seed casing, first to get planted by a couple of days, and first to show above ground. I was concerned about the other one, frankly.
But since then, the second one has been the star. I kept them together for a bit, but the first was super droopy until I lowered it from the light. It's roots were scarce to be sure even though the tops had similar amounts of foliage and looked pretty close from above. But, because I have them in a clear cup inside of another, I was able to see the lack of roots and water accordingly.
So, give that a try if you don't already. You'll accelerate your learning curve on watering immensely.
