Plants severely stunted - Looking for the reason

wouldn't be surprised if those either begin flowering or hibernate for a bit then stretch as we get closer to spring?.....
Of course I could be wrong however that is my experience with late fall/winter outdoors grows.

It's summer where I'm at and flowering doesn't start till the first week of February.
 
i doubt they are stunted. it's an outdoor grow with an outdoor start. there is not one pic to back up the panic.
