Legislation to end Federal Marijuana Prohibtion

​The first bill ever introduced in Congress to end federal marijuana prohibition is coming on Thursday, June 23. Historic, bipartisan legislation which would end the United States' war on marijuana -- and allow states to legalize, tax regulate and control cannabis commerce without federal interference -- will be introduced by Rep. Barney Frank (D-Mass.) and Rep. Ron Paul (R-Texas).


Co-sponsors of the bill include Rep. John Conyers (D-Mich.), Rep. Steve Cohen (D-Tenn.), Rep. Jared Polis (D-Colo.), and Rep. Barbara Lee (D-Calif.)


The legislation would limit the federal government's role in marijuana enforcement to cross-border or interstate smuggling, allowing people to legally grow, use or sell marijuana in states where it is legal.


Leading critics of the war on marijuana will explain the legislation's significance for state and national marijuana policy at a national press teleconference on Thursday.


A group of police and judges who fought on the front lines of the failed War On Drugs is announcing its support for the legislation, which is called the Ending Federal Marijuana Prohibition Act of 2011.


"Clearly the 'war on drugs' has failed, and nowhere is that more clear than with respect to marijuana," said Neill Franklin, a former Baltimore narcotics cop and executive director of Law Enforcement Against Prohibition (LEAP). "It baffles me that we arrest nearly 800,000 people on marijuana charges in this country each and every year at taxpayer expense when we could instead be taking in new tax revenue from legal and regulated marijuana sales.


"Making marijuana illegal hasn't prevented anyone from using it, but it has created a huge funding source that funnels billions of dollars in tax-free profits to violent drug cartels and gangs," Franklin said. "More and more cops now agree: Legalizing marijuana will improve public safety."

​Last week marked the 40th anniversary of President Richard Nixon's declaring war on marijuana and other drugs. In an op-ed in the New York Times last week, timed for the 40th anniversary, former President Jimmy Carter called for reforming marijuana laws.


The legislation also comes on the heels of the Global Commission on Drug Policy, which released a report on June 2 calling for a major paradigm shift in how our society deals with drugs, including calling for legal regulation of marijuana. The report sent a jolt around the world, generating thousands of international media stories.


The Commission is comprised of international dignitaries including Kofi Annan, former Secretary General of the United Nations; Richard Branson, entrepreneur, founder of the Virgin Group; and the former presidents of Brazil, Colombia, Mexico, and Switzerland. Representing the United States on the Commission are George P. Shultz, Paul Volcker and John Whitehead.


More than 46 percent of Californians voted last year to legalize marijuana in their state, and voters in Colorado, Washington and possibly other states are expected to vote on the issue next year. In the past year, five state legislatures have considered legalizing marijuana, including California, Maine, Massachusetts, Rhode Island, and Washington state.


Sixteen states and the District of Columbia have legalized marijuana for medical use, but the federal Drug Enforcement Administration (DEA) continues to arrest people under federal law, and U.S. Attorneys have in recent months sent threatening letters to state policymakers in an apparent attempt to meddle in state decision-making.


Rep. Frank's legislation would end state/federal conflicts over marijuana policy, reprioritize federal resources, and provide more room for states to do what is best for their own citizens, according to the Washington, D.C.-based Marijuana Policy Project (MPP).

Okay OMM, we posted pics of the Critical in the kitchen. She was finishing up a lights on period, and was therefore a little droopy from lack of nutes. She will rebound in the dark for 12 hours, but all in all, a very healthy lady. Can't wait to try the Critical + next go around. MDVL is slowly replacing the white appliances with black ones, which look much better with our current color scheme. She is phenominal when it comes to interior decorating.

Not bad for an old Navy Guy ! :)
DMVL has great taste like you said. Love the kitchen. That Critical+ is a big monster...she knows how to grow too. :adore::adore:

OMM, you have done a wonderful job so far. Ladies are looking great. Can't wait to see all the big, fat, resinous buds soon. Very nice tent setup as well. I think our next foray will be the addition of CO2. I heard on NPR, that over 70% of a plants growth is from CO2. They were discussing the climate change, and covered the topic, which I thought was pertainant to our ventures as well. Just doing our part to reduce global warming by removing CO2 from the air.. :)

Once I get things rolling with my new set-up a bit more and I feel comfortable that it's all dialed in -- CO2 is something I want to try. I think for me it will take a small investment in a controller first to time the CO2 with the fans operation, etc. Also, this product is really interesting:

The hydro store near me says that people have been raving about how well this product really works, and it's so simple. Stick it in your grow space above the plants and it "rains down" CO2. Worth checking out - $25-30 for a 6 month supply seems reasonable enough *if* it works.
 
OMM The girls look exceptionally well today!!:high-five: Everything you're doing is working well it seems, and today they seem to be smiling!! They WANT to give us buds!! I was actually thinking about it a couple days ago, that Co2 is about the only thing left for you to add to the Matter Horn! It supposedly helps them tolerate higher temps, which is why I was thinking about it so much (you know about my battle with heat) Would be interesting to see how it affects your set up, as well as XL's, dont frequent anyone's journal who's using it, so it would nice to watch you guys use it!!

There is no such thing on this island...floods, what have you, have ruined the water here. Everything in the world is in it. Sometimes they close the beaches
because the sewers are dumped in the water. :thedoubletake::thedoubletake::helpsmilie::whoa::whoa:

Thanks for the link. That sounds like a good thing to try. I worry about the fans blowing it right out of the tent. Falling from the top sounds strange, however CO2 is heavier the air, so we need a crash test dummy to test it. Maybe I should order some and try it out. :high-five:

They really are green my friend...pretty amazing. In about two weeks, I'll give them a good trim around the bottoms so they can breath a bit. I'm starting to be really impressed doing this indoor grow. I sure am much more close to the girls now and I thought I was looking close outside. Not! :cheertwo:

I worry about it blowing out too, frankly, or I would have bought it already. I'm still trying to figure out if it would have any benefit with fans, or if it would have enough benefit if I timed the fan/filter exhaust to have periodic "off time" so that the CO2 could build up.

Maybe it would be worth sticking a bag of this stuff above the tent's "intake" so that it would drop down toward the intake (mine's at the bottom left) and then be pulled across the plants as it gets pulled out of the tent through the filter (on mine top right). I wonder if that would help/work at all? Probably just not enough time to get a good CO2 build-up going. Hmmm.

Yes, it's definitely supposed to help them tolerate heat better. Great point, Quix. Can't wait to see you try it, OMM. I'm close to pulling the trigger, too...

I have a 4" fan pulling from the bottom left too. As I told Quix, maybe a 5 of 10 minute break turning off the fans would do it. I am going to order some in a few minutes. Guess we will see. Hope it's not like shelf full of stuff I already tried that didn't work. :high-five:
