Photo plants need long hours of light to stay in veg. Photo plants when given 12 hrs light and 12 hrs dark make the plant think winter is coming (lower light hours) and cause the plant to flower. This is how we control veg and budding times, light schedule. Some even use 24hrs of light for veg but I believe nature requires dark for plant processes.
The confusion might be with germination of seeds. A seed does not need light to germinate, some use paper towel or water soaking, i germinate in my soil.
So if it were me I’d have lights on for 18 hrs and off 6. I think I even started odd with 24hrs light until I could ensure there was a controlled dark proofing for lights out.
With the light schedule you mention your plants are going to try to flower as soon as it can. Some do this on purpose for different grow styles and smaller plants.
