anything i've revegged is measured in wks not months. it looks like it's already on the way. there are smooth leaves which is the first stage. it'll start shooting single blades next.
just leave it under 18 or more hours of light. i'm not sure that light's gonna do it though. it looks like a garage work light. the amount and quality of light is a factor.
i've brought worse plants back. when running commercial we partially harvested then monster cropped loads of times. many times it required an up pot, sometimes a root trim, which can be even tougher on a reveg. monster cropped plants already have a root structure, and often benefit from going one pot size up to allow for more space, as it will get much larger than the original plant. expect loads of branching and extra flower sites.
