If I had to separate the butter from the water first, I would remelt the butter and stir it well before I split it into batches.

This ^. The THC in the butter will start to separate as soon as it starts to cool and the butter will start to separate as well (like to make clarified butter). All of this is happening while it sits on top of the water in the fridge. Before you freeze it you want it completely homogenous.
