Sounds to me like you should be allright for a while. I don't have much experience with CFLs, but i've done a bit of reading. The 21w i was using a while back had a lumens output of about 1200, whereas a 30w would probably do around 2000. Right now, i'm running a 200w which produces 13000 lumens (All these numbers are for 6700k blue CFLs). As you can see, the lumens increase exponentially as the wattage increases. I'm not saying "the bigger the better", but too small doesn't seem worth it to me. My 21w didn't do a whole lot on its own, thats for sure
 
i used cfls when i started my first grow, they got me well into flower, now i use a 400 watt hps as i was using that many watts with the cfls as i had about 15 of them, now my hps i dual spectrum but when i start plants under it they stretch like crazy, so now ive got a small cupboard where i start my seedlings and clones, in here i use a couple of cfls, i keep my plants under these for a couple of weeks, the cfls prevent any stretch and keep node spacing very close, growth is slightly slower but the plants wont stretch under cfls,

plus if you put your hand under the cfl bulb so its touching the bulb then slowly move your hand away, you will notice that after about 2 inches the light level drops off very quick, so i kept my plants within an inch of the lights, plus id say you need 4 23 or 30 watt cfls per plant, i used a mixture of both 6400k and 2700k, but for veg i used a ratio of 2/1 so i used 2 x 6400 k to 1 2700k cfls, then i did it the other way round for flower, 2 x 2700k and 1 6400k, the more bulbs you can use the better, just watch heat build up at plant level, make sure you have a small fan blowing, but dont have it blowing directly at young plants as it will make them dry up and die, i had the fan blowing above the lights to remove the build up of heat,

DonP, do you know of a light-distance chart for CFLs? I have a 200w, wondering how far it penetrates..

My Auto blue has some female pistils. The pineapple express is well on the way too. The mystery plant which i tied down (far right corner) looks like its autoing aswell. Just that one though, the other plant from the same batch of seeds shows no sign of sex yet.

And i've started up some new seedlings:

2x Skunk#1 x Northern Lights - (guerilla bred)
 
hi mate, plants look ok, the only thing id add is that some of the leaves look light green to yellow, this is a sign they need some nutes or they are to wet, so check the nutes and make sure its not over watered as both these problems cause that light green and yellow in the leaves, when i see my young plants turn light green this tells me i need to start giving them nutes as they have used up everything in the soil, but i have not used the medium your using so its hard to say.

as for the lights i use to use 30watt cfls and i could have these within 2 inches of the plants, but i had to have fans blowing across the bulbs to prevent heat building up, if you have fans running then make sure their not blowing directly on the plants as this can cause the leaves to dry out, its best to have the fans blowing above the plants so its moving the hot air.

so for a 200 watt cfl id use a search engine and search for the following, 200watt cfl distance from plants, this will then list loads of sights that can help you,
plus one thing you can try is placing the back of your hand facing the bulb and have you hand at the level of the top of the plants, then lower the light till its feels to warm on the back of your hand. when its to warm on your hand then it will be to warm for the plants,
now im using a 400watt hps and the best range from the plants is 1ft, but i have managed to get it within 1/2 a foot by having fans blowing across the top of the plants, this removes the heat and allowed me to lower the light and get a lot more light into the plants.

so try lowering the bulb, id say at a guess it would need about 12 inches from the plants, around 1ft, but with plenty of air moving around you should be able to get this a bit lower, but the lower you get the more light you get but the temps will rise
