Looks like the far one may have the thin membrane wrapped around it still. Maybe try dropping a single drop of water on it....wait a few minutes and drop another on it. Do that a few times and see if it softens the membrane enough to carefully remove it. Looks like it’s wanting to grow since it shot the little single blade out the side but something is holding it back. Also, soil looks pretty wet. I wouldn’t water it anymore for a while. The dryer you can let her get between watering the better at this stage. Promotes healthy root growth because they grow to seek out moisture. If they stay moist they don’t grow to their potential.

I will definitely try to get the membrane off the far one and try the water drop method you mentioned. Also thank you very much for the tip about not watering so much. I did read Emilya’s excellent thread, ” The Proper Way to Water a Potted Plant” so I knew letting the soil dry out promotes healthy root growth but I wasn’t aware that I should start that with such young seedlings. Just because they are so small I figured they might be very vulnerable to drying out completely so I actually was giving them extra water, D’oh… So thank you for setting me straight; that may be a lot of my problem. Maybe I was a little premature blaming the seeds instead of myself, LOL.
