You need some fat molecules for the THC to bond to.

Milk, Half&Half Maybe even honey.

am I right that if I let the tea cool, it will still give me a good buzz?

depends on the THC you end up with.

Don't cook it too hot or the THC will vaporize into the air.
I use a candy thermometer and try to keep it below 200 degrees.
