If the PH is measured and treated, on the water that is used to water the plants will the soil contain the same PH or is it necessary to treat the soil for it PH also?
 
Yes. The pH of the soil is the most important thing next to the pH of the feeding water. pH in soil should be kept between 6.2 - 6.8, with about 6.5 being optimal. Cannabis likes soil that is slightly acidic.

Get a soil pH test kit at your local garden store.
 
Would the soil PH tester be able to read the feeding water Ph level also or do I have to get a seperate PH tester?
 
Sunshine Mix #4 is better than Promix! it has more perlite for the same price of promix. Perlite is the most expensive part of the entire mix. to save money you can get a bag of peat moss at walmart for like $6 canadian, and then buy a big bag of perlite $30 (will take care of over 200 plants), and a big bag of perlite ($20).. and if you're using it outdoors add some dolomite lime.

but if you're gonna buy soil go with SUNSHINE MIX #4
