Yes, a high quality LED can and will penetrate deeper than other lights

depends on angle of lens covers on led light,, how close led is or wether hid is air cooled and sitting right on top of said plants, how bushy plants are would be a big factor in this aswell, so it could be a yes and no answer to q2

The penetration of an LED depends upon the diodes used, and how many of them. 5w > 3w > 1w, etc. However, different brands might also affect the penetration ability. Cree should penetrate more than an Epistar, etc.

I would say they definitely penetrate deeper than any florescent, but not likely deeper than a large HID light.
 
NO, nothing is brighter than HID/ HP/ HALIDE, EXCEPT SUN, ALL ABOUT THE LUMENS
