Time is weird, the UTC for August 23 in America and CDT would end at 0700 this morning.
I don't care, but this is how I found it, if anyone cares.

There's problems with that site. 00:00 UTC is 21:00 ADT, 20:00 EDT, or 19:00 CDT

North America is UTC - 2.5 (Newfoundland, CA) to UTC- 8 (Alaska, US). That means CDT = UTC-5 = 00:00 - 5 = 19:00 or 7:00 PM.
