Is using Philips Daylight Deluxe and Philips Cool White a good combo for veg?

Philips Daylight Deluxe are 6500k and the Philips Cool Whites 4100K

For the vegetative phase you would want to use 6500K bulbs. When you switch to flowering you would be ahead to hunt up bulbs with a color temperature as close to 2700K as possible. These are sometimes referred to as being "warm white" I believe. You would also be fine with a ratio of 25% 6500K and 75% 2700K.
 
Seem to have shorter nodal-spacing - less stretch - with 6500k (vs. 2700k).
 
In ref to the retrofitting from T8 to T5; Sylvania makes sockets that extend out to accomodate the shorter T5 lamp. The major cost is in the ballast to drive them.
I designed a T8 high performance system that works well and costs half to operate over the old T12 systems.
I use 5000K lamps in it which are great
