60 degrees is on the cool side...

If it were mine, I'd warm it up (70 or so - room temp) for a week. Make sure it's good and wet and toss some leaves on the top and come back in a week. The leaves should be half eaten by then.

If you're in a hurry, you can use it now. Once it gets some living roots in it, the biota will come alive too.

And we top and train as usual. The one thing that's not good is defoliation - we need our leaves.

Any recommendations how to warm it up. It’s a 45 gallon barrel that is full and it’s sitting in my basement that has a bulkhead not a walk out unfortunately. I guess I could try dragging it up the stairs but I don’t want it to fall and spill. My HVAC system for the house does not dump into the basement.

Heat lamp or small space heater???

I use a Clone Tray Heat Mat UNDER my plastic rectangle shaped Soil Bin.
but cant see a reason why you cant put the Heat Mat IN the Drum.

Gazoo suggested this same advice to me last winter when it was cold and I cooked soil in my cold garage. I put my heat mat IN the bin about 1/3 of the way up from the bottom and had it connected to a thermostat. Worked a treat!

Medic... get that barrel off the floor.....get it up on some rigid insulation or some wood or something.If its sitting on a concrete floor, that will act as a heatsink and suck any warmth out of the soil.
A space heater ...as suggested will do wonders also.
It’s been sitting off the floor. On top of an insulation board that is on top of a pallet. I will use the heating pad method next time.
