In Washington state, the term "dispensary" tends to be avoided by most organizations. They're "cooperatives" and "collectives" that engage in patient-to-patient sharing and donations.
As for the process involved with using cooperatives/collectives, I imagine they all have slightly different guidelines for new patients.
In general, however, they may verify your authorization and information in several different ways:
* Verify the authorization - they'll contact the organization/doctor that issued your authorization to verify that it is authentic and current. Some do so verbally, over the phone. Some do it in writing, via email or fax. And some do both, depending on the situation. Also, the co-op/collective will check the authorization for: issue/expiration date(s); that it is on tamper-resistant paper if issued after 6/10/2010; that it contains the necessarily items that comply with 69.51A (doctor's statement, signature, date, etc); and that details such as name and birthdate match.
* Verify healthcare professional authenticity and practice status - they'll most likely investigate any healthcare professional they've not dealt with previously, checking to make sure that it's a qualifying healthcare professional in WA state, the medical practice license numbers match, and that the healthcare professional doesn't have any legal action taken against him/her that would bar him/her from issuing valid authorizations.
* Verify clinic authenticity - if the authorization is issued by a clinic under which a healthcare professional is contracting, then likely the cooperative/collective will look up the clinic information, checking to see that it has valid incorporation and business license status.
* Verify your identification - some cooperatives/collectives will verify your ID with the state of Washington.
While the above might sound to a new patient like a lot of things to check, co-ops and collectives go through verification many, many times a day, and are pretty darn good at doing it thoroughly and (hopefully) in a timely manner. So don't let the verification process keep you from visiting a reputable co-op or collective.
