Clones outside, get them bigger? Or let them flower as is?

My singular measuring system says 25cm = 9.8 Inches of rain.. More like 25mm = 1 inch..

Cool. Have some sort of training on most of them. 10 going in the ground today, others will get bigger soil containers. Growing like weeds right now, lol.
