yes, a nail file or sand paper does help, also if you are not using a heat mat then you should get one, you will be impressed at how much your success improves, some strains will germinate anywhere. You will be in "great success" Borat once your seeds are nice and warm in the soil, you will also notice increased vigor which is pretty great.

herbies ships worldwide, BC Bud Depot also does, they do recommend checking with your local laws to avoid complications, I know that Herbies has operations in other countries, they might be able to help you, they state that they offer selections from all seed banks. I hope this has been somewhat helpful friend, and best luck on your adventure. if you find that you have troubles getting through the post try not to fret, I want to tell you that the very best that I have ever had was grown from just a reggie bag seed, you can get maximum results as long as you take good care of her. I personally do hydroponics.
