What does this mean??

Oh? I thought it was the same,

"Technical Abstract: Detection of illegal Cannabis cultivation by law enforcement agencies currently relies on low flying aircraft manned by trained aerial spotters.
(yad, yad)
For distributed cultivations, requirements for high spatial resolution imagery become paramount and an alternative signature approach may be warranted. Analysis of Cannabis diffuse, nadir spectral signatures using laboratory, field and airborne data show a lack of stable, unique absorption features to use as a universal reference signature. However, Cannabis leaves appear to have a specular reflectance feature that contributes to the ¿emerald green¿ appearance reported by aerial spotters. This specular signature may be worthy of exploitation for detection. The leaf shape and plant architecture of Cannabis also offer potential spatial signatures that can be quantified using image texture analysis. These spatial signatures also warrant further investigation.

"Objective:
1 develop methods for quantifying nutrients and constructing nutrient budgets for crops at the leaf, field, watershed, and regional scales;
2 develop methods for measuring crop residue cover and soil organic carbon;
3 develop methods for mapping crop and soil management zones;
and 4 develop advanced methods to detect weeds and narcotic plants."

In this weeks Economist, are tech articles about new scanners for battlefield that can detect all sorts of reflectors. They do not have to be metal, or even hard as different fabrics also give off signals.

Besides helping to deprive us all of what is truly a beneficial plant, the real shame here is all the good things that could done for society with the money that they are wasting on this BS.
