Colorado Springs, Colo. - Ben Verbeck is the manager of the Dab Lounge, a cannabis club in Colorado Springs.
"A place where people can come together, and smoke a joint... Having a safe place for that is the utmost importance," Verbeck said.
But Verbecks club has a shelf life. The Colorado Springs City Council passed an ordinance last year banning new clubs and giving existing clubs eight years to phase out their businesses.
The city has filed multiple resolutions banning cannabis clubs from getting business licenses in the city. And all except for three have been found in contempt of court and the city is trying to shut them down.
But state law neither explicitly permits nor forbids them. It's why Sen. Bob Gardner of Colorado Springs is sponsoring Senate Bill 184.
He wants clubs regulated before more pop up throughout the state.
"We're trying to restrict them to be the most private of a membership club because frankly, under Amendment 64, we're not going to be able to prohibit them altogether," Gardner said.
The measure would give local governments authority to allow cannabis clubs something Verbeck thinks is a good step toward a better system.
"We are providing a place and a service that the community as a whole appreciates," Verbeck said.
Gardner said the sticking point will likely be defining "open and public" consumption as it pertains to Amendment 64.
