Enlightenment is a religious experience...
..Maybe ask in the Website Help & Feedback area or one of the sub-forums there.
Poke around in all the other "How to" sub-forums which has helped me find similar answers in the past. So far what I have looked at does not seem to address your question.
There has to be a way to do it or at least an explanation somewhere on how msgs get there.

Nope, that does not seem to be the cause. There is no box to start off with a title. It looks like only those with a moderator level status can post a new thread there.

@SmokingWings is correct. Only Admins can start a thread there.
If you have a question, then FAQs is the place. If you have a "How to" tutorial, then starting a blog post would be perfect.
