How can one tell if a CMH bulb is burnt out? During a storm our power slipped on and off a few times and when it came back on my ceramic light wouldn't work. Now question is, is it the bulb or the ballast?

You could ohm it out... there still should be some resistance.

Not 100% certain because of ballasts and such but a multimeter should be useable to check for power at the contact points the bulb uses and also for a continuity test to ensure bulb filaments are intact.

I suppose the easiest way is to try the bulb in a known working ballast - if you know somebody.

I would buy that spare bulb that you have been needing, for when that first one wears out. That will be a very good test.
