I see a number of things wrong.here.
1 .Way too big of pots to germinate seeds in. large surface area needing to be damp creates larger area for damp soil loving mites bugs critters.etc.
2. The soil looks to be a bit overwatered.
3. the light being used is a waste of amps for this stage ...why hang a light 8 feet above normal that pulls all that wattage when you can have a cfl at the right height, less than 1/4 of the heat and costs of running. and vegges the plants better.
4. Either the soil is too hot or you fed them already which overfed them since seedlings have 14 days of baby food in them. (some more) some a little less.
5.the runoff ph looks like it's probably too low. locking out everything the plant may try and absorb.
If I was you...(I'm not so don't take offense)
I would.
1. Transplant to a small pre prepared pot (1- 2 liters) that's more manageable. and won't require you keep such a large surface area wet .
2.Flush with plain ph'd water for now until the seedling returns to a normal positive growth state. and make sure the runoff to those pots is in soil range 6.5 to 7.2 Don't water log it..make sure it drains well.
3.get a cheap cfl and keep it at the right height. less heat+right spectrum+less electricity wasted+ better growth = BETTER all.around.
4.while the plants are in the small pots use that opportunity to correctly SET that soils ph in range in the big buckets by flushing 1/4 strength nutes until you see the right runoff ph.
5. continue vegging under the cfl with the small pots until the plant is Big enough to need more room..
6 THEN TRANSPLANT to those big buckets and crank on the hps you have at the right height and rock and roll!!
