Which lights should I use

I've been looking at DIY as well as a few companies for LED and the Gavita. Having a hard time making up my mind as to what to go with. I've got around 3k budget for lights. Trying to keep the grow under 2500W for 2 8X4, or 8X4 and 1 4x4, or 1 8X4.

Thoughts on Spectrum King?
Thoughts on Perfect Sun COB?
DIY?
HID?
