After the last frost. Most of us on the west coast can do this at around beginning or mid april. Some earlier some later but mid april would be a great time to consider IMO.

As Rangerdanger has said June 30 is the last day for outdoor planting, in order to get a full OD grow!
Racefan, your answer reminded me of the directions I used to get when I was a pro driver, "Well you go to last stoplight then turn left" I would have to ask, "How do I know which light is the last one?>D

lol the the farmers almanac can give you a good idea of when the expected last frost is in your area but I also told him a date. mid to late april.lol

whenever the sunlight for your area goes to around 18/6
you can check that by visting weather.com and type in your zip code
then search the page a bit and it will tell you when the sun rises and sets
