State Sen. John Vasconcellos, D-San Jose, is trying again to pass
legislation to create identification cards for medicinal marijuana
users that will help law enforcement officers determine who qualifies.
This year, though, it's the bill number -- not the issue -- that's
causing a stir in Sacramento. The designated bill number assigned by
the secretary of the Senate, SB 420, also happens to be slang for the
time to smoke pot: 4:20 p.m.
An aide to Vasconcellos said the senator was previously unaware of the
expression. "He tends not to pay attention to such frivolity in
life," said chief of staff Sue North.
So who's responsible for the double-entendre? "It must have been one
of those white-shirted clerks who leads a double life," she joked.
