What distance from the lights does my seedlings need

Looking at the stretch on the seedlings I don't believe that your light is close enough. Temp is also a little high I believe.

As JuanCarlos said, lower the light as close as you can and loose the plastic dome. It filters the light.
Just to illustrate, I put my seedlings straight under 400W HPS and they're loving it. And that's before they even break out of the rockwool. A few days later and they're under twice as much wattage.
That's providing there's no sunlight outside. If there is, they go to the windowsill and bathe in the sun.
Never had a problem.
These are one week old, with the exception of the bottom one - barely three days.

I use CFL for vegging. I place mine 1.5" to 2" away from the leaves.
