Week 9th - No Buds - Outdoor?

I have 10 plants under the sun and about 8 of them doesn't have ANY flowers on them!!
2 of them have buds and the rest 8 doesn't so i'm kinda confused.
The strain needs 8 flowering weeks and its week 9th (day 68) already!

What could be the reasons for that ?? I can't post pictures right now so If somebody could tell me what could be the reason i'd very appreciate it.
I gave them 30% of the nutrients they actually need unfortunately, is that the reason maybe?
The question is if I give them nutrients like they need for another month will they finally be buds?
Please help me I don't know whats wrong...

It depends on your part of the world. Most plants north of the equator are gonna be vegging right now, until Fall comes where they will flower. Remember, photoperiod is the dictator of your plants flowering signals.

Nutrients don't cause it to flower.
