Does watts are important in this phase?

For example,if i have one 250w hps for veg,one plant under this light will grow more slow then if i have one 400w hps? and less bushy?

The more light the merrier. But I would say that the size of your grow area will make a big difference as well. a 250 in a 2x2 area compared to a 250 in a 10x10 area will make a difference.
