WA: Prosser To Conduct Hearing On Marijuana Moratorium

Prosser, Wash. — The city will be taking public comments on its moratorium on marijuana businesses at Tuesday night's council meeting.

City Council members approved a six-month moratorium in September on issuing business licenses for new marijuana businesses after learning that the state was reviewing a license application for another marijuana retailer seeking to locate in the city, City Administrator David Stockdale said.

Stockdale said there is one retailer already operating within city limits and a second retailer is located outside city limits but with a Prosser address. Officials, Stockdale said, believed that having three in the city was excessive.

The moratorium, Stockdale said, was meant to give city officials time to review how the city's regulations on marijuana retailers fit with recent changes in state marijuana laws, and if any amendments are needed.

The moratorium does not affect existing businesses, Stockdale said.

In addition to accepting comments on the moratorium, Stockdale said the city will also take comments on its marijuana rules.

In 2012, voters approved an initiative making recreational marijuana legal in the state. Cities can prohibit marijuana production, processing and sales through land-use law and business-license regulations.

The hearing begins at 7 p.m. at City Hall, 601 Seventh St.
