A Vermont commission is beginning the process of determining what will be the best way to move forward in the legalization of recreational marijuana.

The 13-member Marijuana Advisory Commission and support staff held its first meeting Thursday at Public Safety Headquarters in Waterbury.

Commission Chairman Tom Little says the group is not considering whether to legalize marijuana, but the best way to proceed.

The commission was created by Republican Gov. Phil Scott, who in May vetoed legislation that would have legalized the recreational use of marijuana.

Scott says he's not philosophically opposed to legalizing marijuana, but he wants to be sure Vermont is prepared for the consequences of legalization.

The commission has three subcommittees to look at highway safety, education and prevention and taxation.
