There was nothing like the hydrate, thought the Counselor. And encapsulation made it easy to titrate the dose. He wondered for a moment if this was, in fact, the Golden Age? The Hybrids were all atwitter with the latest round of Bread and Circuses, that was for sure. Sometimes he questioned why he ever returned to the First Level at all. He wondered for a moment how they would feel if they knew their whole observable universe was really contained in a Hyperspacial Monocapsule, located on a fast-moving train, heading for a place called Armjorth, in a dimension called the Third Level? The Counselor began to chuckle in short, controlled bursts. Some things were better kept to oneself, he thought.

After the Tar Hai Rebellion, he had become reluctant to continue the quest for the Sacred Jewels. Many of the Rim Worlds were in open revolt, and his last trip to the Pleasure Planet had burned up many Quatloos. He secretly feared that the Techno-Pope would rise to supreme power in the Emerald City unless something really changed the equation. In short, things were looking a little dicey. He thought about upping the dose by 10mg. for a moment. Then thought turned to action. And he saw that it was very good.

The Transmogrification Processes was moving along, the Counselor thought. But it was not moving along fast enough. That launch Sequence had to come. And all the delaying tactics in the Multiverse could not stop it. It was a brave, new world alright, he thought. And the New Boss was the same as the Old Boss...sure. But you got used to that kind of thing out here on the Time-Streams. He sat and gazed into the Hyperspacial Monocapsule as the train gently rocked. And although he wasn't totally certain of all that he wanted to do with it yet, he knew that he would think of something.
