Tall vs short plants

I tried growin once before with lots of CFL lighting and my newly sprouted plants got fairly tall, fairly fast. The lighting was no more than 2 ft away from the plants so I don't think that affected it so much. I ended up over fertilizing them
Unhappy and it never got out of control but I've seen some grow journals where new plants have nice big leaves and are only a few inches tall. I'm giving it another shot and I'm wondering what i can do to encourage this?

They streched from tryin' to get to the light.
Very Far, I would move to 4-10 inches.

Depends on the Strain, palnt structure.
